You should start caring for your skin in your 20's, as what most beauty mavens always say.. It's never too early to start something as important as skincare, especially if you always stay under the sun. UV rays and our skin are not the best of friends...
The 3 important steps in skincare:

Finding a good cleanser is key. Good cleansers need not be expensive. Avoid bar soaps as they tend to dry the skin. Choose creamy cleansers if you have dry skin or clear cleansers if you have oily skin.
I use Pond's cold cream because I have dry skin. I simply apply the cream at night to remove makeup, then I wipe it off with tissue.
Toners are meant to remove all traces of makeup, oil and dirt. There are lots of good toners to try: Clean and Clear, Pond's, Belo's, Nivea..
Moisturizers seal moisture into skin. A good one to try: Olay Regenerist Micro-Sculpting Cream which has 'hyaluronic acid' as secret ingredient.
Most people exfoliate once or twice a week. You can exfoliate by using scrubs. They remove the top layer of dead skin cells that tend to dull the complexion. Use a gentle scrub like St. Ive's.
